  • Internet Information
    We do not supply modems and/or routers, which are necessary for internet reception. It is recommended that tenants purchase their own modem and wireless router because the cable companies charge you a monthly fee to rent theirs, and it is less expensive in the long run to buy your own equipment. Sometimes the cable companies will offer a special package which includes the free use of a modem, so please check before you buy one. If you do purchase equipment, please make sure that you personally label your modem and router to avoid any mix-up at the end of the lease term.

    The modem receives the signal from the cable. The router is necessary in order to split the signal and then route it to each individual computer.

    WIRELESS INTERNET: If each tenant has a wireless card in his/her computer, all you need is a modem and wireless router. Attach the modem to any cable connection in your apartment and then attach the wireless router to the modem.

    CABLE INTERNET: If one or more computers do not have a wireless card, you will have to have cable internet. For all units except 318 W. Belleview, attach the modem and router to the cable connection in the "hub" room. The "hub" room will have a connection area with multiple ports. For 310 W. Belleview residents, your hub is in your furnace/utility room in the hallway. For 318 W. Belleview residents, your modem and router must be installed in the building's utility room, which is kept locked at all times. You will have to contact us when the cable company comes so we can let them in.

    For more help with connection, contact your cable company. Most companies will help you connect your equipment and make sure that your services are working before they leave.

    Sharing Your Internet Connection: Despite what some Internet Companies (ISPs) would like you to think, you can (with the right equipment) connect all your computers over your single Internet connection. You do not have to pay any extra monthly fees and you will not loose any Internet functionality.

    INTERNET SERVICE OPTIONS IN WINONA: It is recommended that if you are not staying in Winona for the summer, that you set up your internet and cable service about mid-August to avoid the last-minute crunch. Both companies below usually offer a package deal for students which often includes the free use of a modem, so you may not have to buy one.
    hbci.com HBC (Hiawatha Broadband Communications) is a local cable company who gives back a percentage of their sales to local education. HBC serves the Winona State campus and dorm community, and they are familiar with our buildings because they installed the cabling. They also offer free technical support via email or telephone; however, this support is not available 24/7, only during their office hours. They also offer cable TV and telephone service.
    charter.com Charter is a national company which has competitive prices, dependable servers and a wide variety of excellent products from digital or high-definition TV and DVR to high-speed internet, as well as telephone service. They offer either telephone support or an on-line chat experience for tech support.
    pickdti.com DTI (Digital Telecommunications Inc.) is a local company that provides high-speed DSL and dial-up internet as well as local and long distance telephone service.

    Off-Street Parking
    PRIVATE PARKING SPACES: Both the ZaZa's Complex (529 Huff, 320 W. Mark, 520-526-528 Harriet) and the Huff Junction Building (310-318 W. Belleview) have private parking spaces available. Each space has a reserved parking sign with each tenant's license plate number on it. Please contact us for current information and to check availability.

    WINTER PARKING: All vehicles parked in lots must be moved after large snowfalls so that the lots can be plowed. You will be notified by email of the time and day your vehicle must be moved.

    If you are going to be out of town during the winter months for a weekend or during break and wish to leave your vehicle in the lot, you must leave your keys in a marked envelope with the office or with a roommate so that your car can be moved in the event of snow plowing.

    TOWING POLICY: The lots are monitored several times daily by Winona Auto Center Towing and vehicles without permit stickers may be towed. If you have a different vehicle than the one on record, you must transfer your sticker to that vehicle so that the vehicle is not towed in error.

    NO-PARKING AREAS: There is no parking allowed in any section of any lot that is not designated specifically for parking. Vehicles parked in unauthorized areas may be towed. The customer area of the lot at Huff Junction (Lot 5) is reserved for customers of the businesses located in the building.

    STREET PARKING: There are two areas of street parking that are restricted to a one-hour limit from 8 a.m. to 5 p.m. The north side of Mark Street from Huff to Harriet and the north side of Belleview Street from Huff to the mailbox (one-third block). In addition, the east side of Huff Street is a no-parking zone and the west side has a 30-minute parking limit. All other streets have no restrictions other than the normal ones imposed by the City.     Rent Payment
    Rent is due the first of each month June through May; however, you have until the fourth of each month to pay your rent without incurring a late charge. A late charge of $10 kicks in on the fifth day and $1 per day is added thereafter.

    You may pay your rent by check at either of the drop-box locations indicated on the Property Map link. If mailing your rent check from out of town, please allow 5-7 days to get here. Rent is marked received on the day received in the mail, not the postmark date.

    ALTERNATE RENT PAYMENT METHODS:

    Post-Dated Checks: One very convenient way to pay your rent for the year is to turn in twelve separate checks, each dated for the first of every month, and your checks will be held each month and deposited when due. This avoids the hassle of dropping off or mailing your check, and the possibility of being late and subject to late fees. If you would like to do this, please place all your checks in an envelope with your name on it when you turn them in. If the 1st falls on Saturday or Sunday, checks would not be deposited until Monday.

    On-Line Bill Payment Through Your Bank: Set up an automatic monthly bill payment schedule with your bank on-line and your rent will be automatically mailed to us each month. Please remember if you do this, that you must set up the payment 5-7 days in advance to make sure that it arrives in time, since it will be in the mail system. Most banks have a calendar that you can click on that shows when your check will be received, depending on what day you select, in order for the payment to be received on time.

    Cash: If paying by cash please pay in person. We are not set up to take credit cards, but if you need it, there is an ATM machine in our office building located downstairs in Whistle Clean Laundromat (open 6 am to midnight).

    Smoking Policy
    Smoking is not allowed inside any of the units. You may smoke outside or on any of the decks except the Apartment 3 roof deck. Please dispose of butts inside proper containers and not over deck rails or into parking lots. Tenants are responsible for maintaining decks and their outside entrance areas by keeping them litter free, including butts.

    Pet Policy
    Pets are not allowed in any of the units except for fish and birds. In general, fish are allowed in small bowl containers, and small birds are allowed if kept in their cages at all times, but you must have written permission from the Landlord in advance.

    Pet sitting or visiting is also not allowed. There will be no exception made to this policy.

    City of Winona Ordinances ~ Parties
    The following are the City of Winona Ordinances that offer information relating to noisy gatherings and liquor violations. A noisy gathering is defined by the City as those who "congregate at, or participate in any party or gathering of two or more people from which noise emanates of a sufficient volume so as to disturb the peace, quiet, or repose of another person. No person shall knowingly remain at such a noisy party or gathering." When under age alcohol consumption is involved as well, the City considers that an additional violation.

    Garbage and Recycling ~ Recycling is a Law in Winona County
    PJ'S COMPLEX TENANTS (529 Huff, 320 W. Mark, 520-526-528 Harriet)
    GARBAGE: There are four dumpsters located behind or on the north side of 320 W. Mark facing Lot 2 (click on Property Map link). The first dumpster closest to the ZaZa's building (529 Huff) is not a garbage dumpster. It is a recycling dumpster for paper and cardboard products. Do not put unrecyclable garbage in this first dumpster. The other three dumpsters are for unrecyclable garbage. Please bag and tie all garbage before depositing.

    RECYCLING: Around the corner on the west side of 320 W. Mark there are recycling bins on wheels to place your recyclables in. Recyclables must either be loose or placed in paper bags, not plastic. To find out what items can be recycled and how to sort them, please click on the following link:

    HUFF JUNCTION TENANTS (310-318 W. Belleview)
    GARBAGE: There is one large dumpster located on the west side of the parking lot for nonrecyclable garbage (click on Property Map link). Please bag and tie all garbage before depositing.

    RECYCLING: There is one dumpster on the west side of the lot for paper and cardboard recyclables. For plastic, glass and metal items, there are smaller labeled containers on wheels adjacent to the dumpster. Recyclables must either be loose or placed in paper bags, not plastic.     Mail
    Each apartment/house has its own box and is issued a mail key. The box also has a depository for outgoing mail. There is a separate box for large packages. If a package has been delivered to you, you will find a key in your box that opens the package mail box. Click on the Property Map link to see the mail box locations for each area. Mail box keys may be duplicated so that each tenant has a key; however, all keys must be turned in at the end of the lease period.

    PJ'S COMPLEX TENANTS (529 Huff, 320 W. Mark, 520-526-528 Harriet):
    The mail box is located off the Mark Street sidewalk behind 529 Huff (the ZaZa's building).

    HUFF JUNCTION TENANTS (310-318 W. Belleview):
    The mail box is located off the Belleview Street sidewalk under the canopy.

    Subleasing
    You may not sublet your unit for any length of time without prior written consent from the Landlord and without having a Sublease Agreement signed by you, your sublessor and your co-tenants. The following information must be provided to the Landlord prior to the Sublease Agreement being prepared:

  • The sublessor's full name, permanent address, phone number, and social security number.
  • The dates of the sublease term.
  • The amount of the monthly rent if different from your amount.
  • The amount of the security deposit. Tenants are strongly encouraged to get a security deposit from the sublessor so that their own security deposit is not put in jeopardy by the sublessor should there be a monetary default in the lease or should the sublessor cause any damages.

    Attaching Items to Walls, Windows or Other Surfaces
    Nothing may be attached permanently (shelving, speakers, dartboards, etc.) to any surface of the premises without written consent from the Landlord. Should consent be given, Landlord has the option to affix the item professionally, and once the item has been installed, it will become part of the leased premises and may not be removed without prior written consent from the Landlord. If consent for removal is given, the cost of doing so and/or restoring the surface to its original condition may be deducted from the security deposit.

    When hanging pictures, posters or other decorative objects, please use only "Bulldog Hanger" nails (which can be purchased at Target, Shopko, K-Mart or Menards) or any type of small nail or thumbtack that does not leave a large hole behind. Please remove all nails from the walls at the end of the lease term. Do not use tape of any kind on the walls or other surfaces as it removes the texture from the walls, leaves a residue on other surfaces, and can only be repaired by retexturing and repainting at your expense. Poster putty may be used as long as it is completely removed at the end of the lease term.

    Please do not hang any items on the window blind headrails or the blinds themselves as well. Stickers may not be used on the windows or any other surface unless they are the easily removed vinyl type. Painting or drawing messages or pictures on the window panes is not allowed, regardless of the application type.

    Bicycles
    At the Huff Junction Building (310 and 318 W. Belleview tenants), bicycles may be locked to the bike rack in the parking lot. For tenants at the PJ's Complex (529 Huff, 320 W. Mark, 520-526-528 Harriet), bicycles may be locked to any of the decks, either to the railings on the surface of the decks or to the deck support posts below.

    Candles and Incense
    The lighting of candles and incense is permitted only if it does not cause smoke detectors to go off. Because this does happen on occasion, there is a likelihood for tenants to disable smoke alarms in order to use candles/incense. The disabling of smoke detectors is a crime and is punishable by law with a fine up to $1000. If the use of candles or incense sets off the smoke detector you will have to cease their use.

    Please be aware that extensive use of incense and/or candles will cause a black residue from the smoke to accumulate at the top of the walls near the ceilings. Please limit your use of candles/incense so that this does not happen. If your bedroom or unit walls need to be repainted or cleaned for this reason, you may be charged for the labor and materials to do so.
    Portable Refrigerators
    Portable refrigerators are permitted, but do not place them directly on the carpet. Portable refrigerators must have a waterproof matting underneath them to protect the carpet should they leak or should moisture accumulate.

    Service Requests
    If you have a service request, question or problem that is not an emergency, please call between the hours of 8 a.m. and 5 p.m. You may also email us using the "Contact Us" link on the menu.

    An emergency should be called in immediately (even if the middle of the night), and is defined as any situation which may cause bodily harm or property damage.

    A lock-out would be considered an emergency only when you cannot get ahold of a roommate within a reasonable period of time to let you in. For the first lock-out there is no charge. Additional lock-outs may be charged $10. There is also a $10 charge for a new key if yours has been lost.

    Service request calls can be made to the office 453-0544 or home 452-6638. If we cannot be reached at either of these numbers and it is an urgent need or emergency, you may call our cell phones (tenants will be given a card with our cell phone numbers at the lease signing).

    Thermostat Instructions
    In the summer months tenants have control over the thermostat and may wish to program it for optimum air conditioning results. Once the heat is turned on (usually sometime in October), there will be a lock box placed on the thermostat and the heat will be paid for and controlled by the Landlord. The thermostats will then be set so that the temperature will be cooler overnight (no less than 65 F) and warmer during the day (no less than 70 F).

    SETTING THE TIME/DAY/DIFFERENTIAL

    1) Press and hold SET button. Press PROG/MAN button. Release both buttons.
    2) Press UP or DOWN arrow buttons to set the current time (note AM/PM).
    3) Press SET button.
    4) Press UP or DOWN button to the number which represents the current day of the week (1=Mon 2=Tue etc.).
    5) Press SET button.
    6) Press UP or DOWN button to change the temperature differential (how much you want it to fluctuate, usually 1 degree).
    7) Press SET button.

    SETTING THE PROGRAM

    1) Move COOL/OFF/HEAT switch to HEAT or COOL.
    2) Press SET button.
    3) Press UP or DOWN arrow buttons to change the time for MORN.
    4) Press SET button.
    5) Press UP or Down button to change the temperature for MORN.
    6) Press SET button.
    7) Repeat steps 3-6 for DAY, EVE, and NITE programs.

    IMPORTANT ~ FAN CONTROL
    Make sure that the thermostat fan position is set to "AUTO" and not "ON." In the "AUTO" position, the fan will only operate when the a/c or furnace runs. In the "ON" position, the fan will run continuously, which will increase your electrical bill.

    NOTE: Changing the time settings in one season's program will also change the time settings in the opposite program.

    NOTE: Days 6 and 7 (Sat-Sun) automatically drop DAY and EVE settings for all-day comfort.

    Recommended Items
    Besides the obvious kitchen ware and personal items, the following are considered essential items to have on hand if this is your first experience with apartment living:

  • Quality 60-watt light bulbs
  • Spray cleaners and paper towels
  • Toilet cleaner and toilet brush
  • Dishwashing soap
  • Vacuum cleaner
  • Mop and bucket
  • Stepstool (for changing light bulbs or hanging wall items)
  • Toilet plunger
  • Broom and dustpan
  • Waste baskets and liners

    Moving Out Before the Lease Ends
    On occasion there is a need for someone to transfer or graduate mid-year. If this is the case, you should inform your roommates immediately and begin the search for a subleasor. Your roommates can also help you find someone, as they will have to approve your choice. If you are unable to find a subleasor, you are still liable for the full amount of your share of the rent, regardless of whether you are living there or not.

    A good way to advertise for a subleasor is to submit your ad to the WSU Housing Office for their off-campus housing list, which costs $3 twice a month. You can also let us know and we can put the availability on our website. In addition, you can post signs around the campus, in the Tenant Laundry, and in Whistle Clean Laundromat.

    Free advertising is also available on the internet at www.winonastudent.info/. When you get to the site, click on "Roommate Finder" and then go to "To place, modify or delete an ad click here." Follow the directions for adding a new listing. You must use a name and select a password. Write it down for the next time you renew your ad. Ads are deleted every 30 days, so you must remember to renew your ad if necessary.

    Roommate Problems
    Why Should We Complete a Roommate Agreement?
  • One of the most common causes of roommate conflicts is lack of communication
  • So that each roommate's needs are met
  • To set "ground rules" for your room/apartment
  • To start off on the right foot towards an enjoyable roommate experience

    How Does It Work?
  • Discuss and complete a Roommate Worksheet with your roommate(s).
  • Pick out a Roommate Agreement Form (see samples below) and discuss the questions involved.
  • Complete the Roommate Agreement Form together with your roommate(s). Feel free to revise as necessary.
  • Include any additional issues on a separate sheet of paper.
  • Refer to your Agreement if problems/questions arise and/or seek a third-party mediator to help you.
  • Post the following Roommate Bill of Rights on your refrigerator or other common area.

  • The right to read and study free from undue interference in one's room/apartment (unreasonable noise and other distractions inhibit the exercise of this right).
  • The right to sleep without undue disturbance from noise, guests, etc.
  • The right to expect respect for one's personal belongings.
  • The right to a clean environment in which to live.
  • The right to free access to one's room and apartment common rooms without pressure from a roommate.
  • The right to personal privacy.
  • The right to host guests (with the understanding and permission of the roommate/s) with the expectation that guests are to respect the rights of the host's roommate/s, neighboring tenants, and apartment rules and regulations.
  • The right to address grievances.
  • The right to be free from fear of intimidation, physical and/or emotional harm, and racial, sexual or other prejudicial harassment.

    Security Deposits
    The security deposit is an amount paid at the time of lease signing in order to monetarily secure the unit for your future rental. It is retained in an escrow account during the entire lease period, earning interest which is returned to you along with your security deposit less any deductions. The security deposit is not an advance payment of first or last month's rent. June rent is still due June 1 and May rent is still due May 1.

    Security deposits are returned within 21 days of the end of the lease term (usually about the middle of June), unless you re-sign your lease for another year, in which case the deposit will be rolled over. You will receive a written statement of account for your entire rental history with us along with a detailed statement of charges, if any, and the inspection sheet for your apartment.

    Deductions from security deposits are made only for just cause and may include the following depending on your rental history, payment history and how well you have taken care of your unit:

    1) Late Fee: If you have paid your rent late.

    2) ISF Check Fee: If your check has been returned by your bank for insufficient funds.

    3) Key Replacement Charge: If you have lost your key and had it replaced.

    4) Cleaning Charge: If you have not thoroughly cleaned your apartment at the end of the lease term.

    5) Damage, Repair or Replacement Charge: If there has been any damage to the premises by tenant, if anything has to be repaired that is the fault of tenant, or if anything broken by tenant has to be replaced. This does not include ordinary wear and tear or pre-existing conditions.

    6) Lock Charge: If you have not turned in your key at the end of the lease period and the locks to the entire unit have to be changed.

    7) Carpet Cleaning Charge: This is the only mandatory deduction made. At the end of the lease term, the carpets are cleaned professionally and the cost is deducted equally among tenants.
